Building a Connected Portfolio
SARF's initiative portfolio is being developed to address the connected conditions that shape neighborhood stability and opportunity. Each initiative will move forward only after community relevance, organizational capacity, funding, legal requirements, implementation partners, and measurable outcomes have been established.

SARF's long-term success should be measured by stronger household stability, preserved and expanded affordability, durable local businesses, improved public spaces, greater ownership and opportunity, responsible capital deployment, resident confidence, and institutions capable of sustaining progress across decades.
Specific baselines and targets will be published only after the service area, data sources, definitions, timelines, and Board-approved performance framework are complete.
